Community Ethical Advisory Board

The role of the Community Ethics Advisory Board (CEAB) is to protect research participants, promote community engagement, and provide guidance on ethical issues that may arise when conducting research in Eastern Burma and at the Thai-Burma border.

Protecting Research Participants

The Community Ethics Advisory Board (CEAB) plays a crucial role in safeguarding the rights, dignity, and well-being of individuals who participate in research activities. Many research participants in Eastern Burma and along the Thai–Burma border may come from vulnerable populations, including displaced persons, migrant workers, and communities with limited access to healthcare and legal protection. This includes reviewing how informed consent is obtained, ensuring that participants clearly understand the purpose of the research, potential risks, and their right to withdraw at any time without consequences. By carefully monitoring these processes, the CEAB helps create a safe and respectful environment for individuals who volunteer to take part in research studies.

Promoting Community Engagement

Another key responsibility of the CEAB is to strengthen the connection between researchers and the communities involved in research. In regions such as Eastern Burma and the Thai–Burma border, communities often have unique cultural traditions, languages, and social structures that must be understood and respected. The CEAB encourages researchers to engage with local leaders, community organizations, and residents to ensure that research activities are culturally appropriate and aligned with community priorities. Through this engagement, the board helps ensure that research is not conducted in isolation but instead reflects the voices, needs, and concerns of the people most affected. This collaborative approach builds trust between researchers and communities, making research outcomes more relevant and beneficial for local populations.

Addressing Ethical Issues in a Complex Regional Context

Research conducted in Eastern Burma and along the Thai–Burma border often takes place in environments shaped by conflict, displacement, and cross-border migration. These circumstances can create additional ethical concerns, such as risks to participant safety, barriers to accessing healthcare, and challenges in ensuring voluntary participation. The CEAB helps identify and address these issues before and during the research process. By considering the social, political, and cultural context of the region, the board ensures that ethical standards are adapted appropriately while still maintaining strong protections for participants. In doing so, the CEAB helps ensure that research not only produces valuable knowledge but also contributes positively to the well-being and empowerment of the communities involved.

Providing Ethical Guidance to Researchers

The CEAB also serves as an advisory body that provides expert guidance to researchers on ethical matters throughout the research process. Conducting research in politically sensitive or resource-limited areas can present complex ethical challenges, such as protecting participant confidentiality, managing sensitive health data, or addressing potential power imbalances between researchers and participants. The board helps researchers anticipate and navigate these challenges by offering recommendations that align with international ethical standards while remaining sensitive to local realities. By providing this guidance, the CEAB supports researchers in designing and implementing studies that are ethically responsible and respectful of the communities involved.
